Chief Growth Officer Brings Decades of Federal Market Experience

Since January 2025, Matthew Johnson has served as Chief Growth Officer at DCCA. Johnson brings extensive expertise in business development, capture management, and strategic leadership within the federal government, the Department of Defense, and the Intelligence Community. Throughout his 25-plus-year career, he has held leadership roles at General Dynamics Information Technology, Perspecta, CACI, Six3 Systems, and American Management Systems. A Virginia Tech alumnus, he is passionate about customer missions and the challenges of the federal market.

Defense And Intelligence Division Strengthened with Cyber & Intelligence Community Professional

Derek Noppenberger has been appointed Vice President of Strategic Growth for the Defense and Intelligence Division. Noppenberger brings more than two decades of government contracting experience at Booz Allen Hamilton, where he led strategy, business development, and client delivery for U.S. Department of Defense and Intelligence Community missions, with a strong focus on cybersecurity and national security operations.

Defense And Intelligence Division Gains Aerospace Systems Engineering Expertise

Barry Adams has been appointed Vice President of Strategic Growth for the Defense and Intelligence Division, focused on mission-oriented customers in the Air Force and Space Force. Adams brings ten years of service in the Air Force and more than two decades of aerospace systems engineering and program development experience, with deep expertise in Department of Defense air and space missions, emerging technologies, and digital transformation. His proven ability to translate customer needs into funded initiatives, such as technology demonstrations, Other Transaction Authority agreements, and new programs of record, will be instrumental in advancing DCCA’s digital service offerings.

HealthTech and FinTech Division Adds Three Decades of Health IT Leadership

Ric Bush has been appointed Director of Business Development for the HealthTech and FinTech Division. Bush brings two decades of Health ITleadership across multiple industries, including more than 17 years in the health information technology space supporting the Centers for Medicare and Medicaid Services and other Health and Human Services operating divisions. He has led business development and delivery on numerous Health IT contracts for federally funded healthcare programs, consistently delivering high levels of value and support to customers.

DCCA AWARDED $60M CONTRACT FROM U.S. CENTERS FOR MEDICARE & MEDICAID SERVICES FOR NEW MEDICARE TRANSACTION FACILITATOR DATA MODULE

ELLICOTT CITYMD – December 3, 2024 – Data Computer Corporation of America (DCCA), a Veteran-Owned Business specializing in system development, cloud computing, cyber security, and big data analytics, has been awarded a $60 million contract by the Centers for Medicare & Medicaid Services (CMS). DCCA will develop the Medicare Transaction Facilitator Data Module (MTF DM) in support of the new Medicare Drug Price Negotiation Program. The Medicare Drug Price Negotiation Program was established to implement legislative guidance from the Inflation Reduction Act of 2022 (IRA), with the aim of reducing Medicare Part B and Part D drug costs for certain high expenditure, single source drugs.

DCCA’s MTF DM solution will leverage DevSecOps, Agile methodologies, human-centered design (HCD), artificial intelligence (AI), and machine learning (ML) to deliver a fully operational system. DCCA brings a wealth of experience with rapid development, having previously delivered relevant solutions to other centers within CMS as well as other federal customers. The new MTF DM will facilitate the exchange of certain claim-level data elements and payment-related data elements for selected drugs to enable drug manufacturers to complete timely effectuation of negotiated drug prices.

DCCA AWARDED $37 MILLION CONTRACT FROM DEFENSE INFORMATION SYSTEMS AGENCY

The contract, valued at $37 million if all options are executed, will provide comprehensive support to DISA’s Command and Control (C2) Portfolio capabilities.

Under the five-year task order, DCCA will focus on enhancing C2 Portfolio capabilities, systems and software engineering, cybersecurity, and test and evaluation support. This partnership will enable DISA to strengthen its command-and-control infrastructure.

DOD AWARDS $272.6 MILLION ENGINEERING SERVICES CONTRACT TO DCCA 

ELLICOTT CITYMD – January 02, 2024 – Data Computer Corporation of America (DCCA), a veteran-owned information technology and engineering services company, today announced that it was awarded a contract to provide classified, mission-critical engineering services to an Intelligence Community (IC) agency. The $272.6 million single-award contract has a five-year period of performance for support of processing large amounts of data, high performance computing (HPC) and analytic systems engineering.

Under the terms of the contract, DCCA will implement and integrate machine learning and artificial intelligence (AI)-enabled solutions, including providing systems engineering support with a specialization in HPC systems and associated network architectures. Additionally, DCCA will develop Zero Trust security solutions and Infrastructure Optimization for the agency’s cloud-based systems.

DCCA Wins Automated Plan Payment System (APPS) Contract

Data Computer Corporation of America (DCCA), a veteran-owned information technology and engineering services company, today announced that it was awarded a professional services contract to provide engineering, analytics, and modernization services supporting the Automated Plan Payment System (APPS) for the Centers for Medicare & Medicaid Services (CMS). If all options are exercised, the total contract is approximately $13 million.

This new effort will validate more than $440 Billion in annual Medicare Advantage and Prescription Drug Plan payments, while simultaneously modernizing the system using human centered design methods, Agile, DevSecOps, and building on an AWS cloud-based infrastructure. DCCA will utilize our experience gained from performing recent similar system modernization and cloud migration projects at CMS and other government agencies.

DCCA AWARDED $16.9 MILLION CONTRACT BY THE CENTERS FOR MEDICARE & MEDICAID SERVICES

The contract is for $16.9 million and has a five-year period of performance. 

This effort, the latest in a series of awards made to DCCA by CMS and other government agencies, provides data collection and analytic support to the Medicare program. This support is the result of DCCA’s agile development capabilities, engineering management, and our Human Centered Design approach to building and modernizing large systems.
